| dc.description | The article describes and analyzes how and to what extent the Minimum Wage Act for Subordinate Salaried Employees of 1918 was introduced in Norwegian municipalities until the law was discontinued in 1925. 40 municipalities introduced the law in all or parts of the period the law applied, including most of the larger cities. The Minimum Wage Act covered most salaried employees in the private sector and was a radical form of regulation that required a decision by the municipal council to be introduced and continued after 1921. As the minimum wage rates were the same for women and men, the law was an important wage policy equality measure in Norway before this became a political goal in 1970s. The law required active municipal political support and anchoring that has not been investigated before. The article is based on a broad source material including city archives and local newspapers. | en_US |
| dc.description.abstract | Artikkelen beskriver og analyserer i hvilken grad og hvordan minstelønnsloven for underordnede handelsfolk av 1918 ble innført og eventuelt avviklet i norske kommuner frem til loven ble avviklet i 1925. 40 kommuner innførte loven i hele eller deler av perioden loven gjaldt, hvorav de fleste var større byer. Minstelønnsloven omfattet de fleste funksjonærer i privat sektor og var en radikal reguleringsform som krevde kommunestyrevedtak for å bli innført og videreført etter 1921. I og med at minstelønnssatsene var de samme for kvinner og menn, var loven et viktig lønnspolitisk likestillingstiltak i Norge. Loven krevde en aktiv kommunalpolitisk forankring som ikke er undersøkt tidligere. Artikkelen bygger på bredt kildemateriale fra blant annet byarkiver og lokalaviser. | en_US |
